By rigidly connecting the bracket to the axle (spindle), it provides an absolutely stationary reference point for braking. Additionally, the bracket is linked to the caliper body via guide pins, allowing the caliper body to slide relative to the bracket during braking, thereby pushing the brake pads on the opposite side to clamp the rotor.
